[Framers] Where is the Tools menu in FM 12?

The tools will appear on the application bar when you restart FM12. You don't need a document or book to be open.

   I'm trying to use the Silicon Prairie Paragraph tools. I've installed
   the .dll in the plugins folder and restarted. The user guide says to
   select Paragraphs from the Tools menu.
   I cannot find a Tools menu in FM 12. I googled "Where is the Tools menu
   in Framemaker 12" and got no helpful hits.
   What am I missing?
