[Framers] WebWorks Menu doesn't appear in FrameMaker 9

I am moving to a new PC (Windows 10) but my version of WebWorks is no longer supported. How can I move this application? I copied it to the local network then to my desktop then to C:\Program Files (x86) and it opens, but the WebWorks menu does not show up on the FrameMaker toolbar.
