[Framers] FW: FM to PDF Accessiblity

Hi,
We create PDF files from FrameMaker books.
I have Tech Comm suite 2015.

I was asked to make sure the PDF files are accessible .

Since it is obviously easier to do this in the source FrameMaker files, I wondered if it is possible to implement this directly into Frame.

1. They suggest we have Alternate Text for Graphics - can this be inserted from FrameMaker?  IF we have captions for graphics, do we still need Alternate text?
2. I use tables to organize material. Adobe Accessible checker, thinks we should have headings for the table, this really disturbs the flow of the text. 
Any other tips?
