[Framers] Paragraph numbering...

Would you then be safest naming this paragraph tag "step 17" or whatever to isolate it from any override resets?

Yes, what I was going to say. Plus, I believe this implies that you have to
have separate paragraph tags for the "first" numbered item in the list and
the subsequent numbered items, with the "subsequent" ones using <n+> instead
of <n=<start-num>>.

This is the way I have it for "step first" and "step" styles.
