[Framers] conditions - in templates vs. applicable docs ?

Ah, and just treat that file as a "template", and use it to import the 
relevant conditions into the applicable docs' .fm files? I like that idea. 
It would be easy to create a template_conditions_prod1.fm file, a 
template_conditions_prod2.fm file, and so on, and then just use those to 
make sure that every .fm file in a given book gets the same conditions.

And by extension, I could mimic this for other template elements, such as 
variables.
