Sadly, not in my environment as that would entail another level of tracking outside the file. Besides much of this stuff is legacy that is already embedded. But import by reference would be nice.

If multiple writers need to work on different parts of the same book
at the same time, yes, multiple .fm files are essential.
Graphics are irrelevant since they're imported by reference.
