Linking is working for me, using 
Fm 14.0.0.361 and
Rh 13.0.0.255

Question: Have you tried creating a new Fm 2017 file and linking to a new Rh 2017 Project?

In my case, I was able to link my updated Fm 2015 file to my new Rh 2017 project. However, I’ve seen cases where the updated Rh project doesn’t behave properly. 

I suggest you create a new Rh project and import your previous assets, including the linked Fm project. I’ve had good success with this approach, and it only took an hour or two to complete.
