[Framers] Table Title gets dropped on save as xml

Also, when I save to XML with no application, the table title (<caption>
element) still gets dropped from the xml.

Is your <caption> in a location that makes it a valid "table title" from the
FM perspective? That is .. it's actually in the FM table object structure,
not like a DITA table where the <title> is outside the table object's
structure?

I've seen this cause strangeness when you call it a "table title" but it's
not in the right location.
