[Framers] Table Title gets dropped on save as xml

I mocked up a simple structured application to try to isolate the problem. I
am not using any transform with this one. Whether I use my application or
not, whatever element I specify as the Table Title element gets dropped on
export to XML.

Hmm .. strange. Just a stretch, but is the default for the table's format
set to "No Title"?
