Or, set up an Object Style so you can apply the border from the Object Style
Catalog.

Alan,

After You have created the frame with arbitrary border,
- select it
- Use Graphic > Object Properties
- Select Stroke in the left list
- Enter 0.5 in the Line Width field
- Click Apply
