[Framers] Utility to handle FM dictioanries

Thank you, Klaus.

This information is extremely helpful. But for me to use it, I would need
the possibility to add a language is-IS, which, after many years of
requesting, I have given up requesting of Adobe. They seem not to care. Is
there any way to force it in?
