[Framers] FrameMaker keyboard shortcuts just stop

The only commonality I've seen is FrameMaker from version 9 on up, which
was when the interface was redesigned.

I've seen numerous gripes since that time that the new coding had broken
some of the keyboard shortcuts, but it used to be restricted to just the
UNIX carryovers. Recently,I've actually had mine break on Ctrl+C, and that
since upgrading to FrameMaker 2015.

At this point, I don't even ask why. I just grumble about how FM used to be
the most stable program I'd ever used, and restart the program. I haven't
had to reboot to fix this. Yet.
