"To upgrade from Adobe FrameMaker (2015 release) or older, call +1-866-647-1213."

Klaus:

There's no option to purchase an upgrade from anything other than FrameMaker 2017 in the store. I don't know if that means there's no option at all or it just isn't available in the store and you'll have to ask them.

Upgrading from Frame 2017 to 2019 is $399 (if you're upgrading the license, not a subscription).
Upgrading from TCS 2017 to 2019 is $699 (same caveat).
