At least as long as it's actually a "Quotation Mark." (for a quotation).

If it's a title mark (e.g. for a book, or e.g. a chapter heading) fullwidth double angle brackets should be used as primary quotes):

《…》 (U+300A left double angle bracket, U+300B right double angle bracket)

For embedding fullwidth single angle brackets, 〈…〉 (U+3008 left angle bracket, U+3009 right angle bracket) should be used (like this: 《…〈…〉…》)

I was discussing the use of quotation marks long and broad with several Chinese TechComm experts at tcworld China Conference in Shanghai last spring and with Chinese typography experts after the conference. Final recommendation was to use 《…》in cross-references to the title of other documents or subheadings (in the same or external document). Same also if you reference to titles of other documentations (like mentioning "Administrator Guide" in the "User Guide") or mentioning official papers, standard documents etc.

That is, this would be the "perfect" way. However, I was confirmed that Chinese readers are also okay with the use of “…” in all scenarios - especially when they know, that the text was typeset by non-Chinese people. (But I guess it might be nice to avoid that this impression comes up.)

the symbols U+201C and U+201D have to be used for the double quotes.
The problem you describe should not occur with FM 2017 (in my test, everything was ok). 

Also, the quotes should be handled in way that they will be formatted with the Chinese font (not the Latin font).
