[Framers] SVG graphic with photograph not importing

Our standard is to create all graphics used in Visio and then save out to
SVG. Visio lets us edit callouts on the screenshots or photographs
depending on our needs so we don't have to keep retaking the pictures to
create images with new callouts.

Saving out to SVG keeps it consistent with all the graphics we actually
draw in Visio. I was told this also let us zoom without losing resolution,
but the person telling me this might have been referring only to the line
drawings created in Visio. I dunno. As I said, not trained as either a
graphic artist or in using Visio, just sort of picked it up along the way.
I bet there are other things I think are true that aren't!
