[Framers] Responsive HTML layout

I am trying to publish a Responsive HTML file. Before publishing, I edited the STS file and edited the azure layout. I changed the color of the background, and then added a company logo. After saving the changes and building my help file, Frame ignored all of my layout changes. 


Has anyone else had this problem? Is this a bug or am I missing something.
