Unless it has changed, which I very much doubt, Arbortext is only capable of producing "tagged" style structured documents, ie S1000D, DITA, etc.

If you produced structured, untagged documents as well then forget it.

The other thing to remember is that with PTC you normally only get the bare bones product for the initial fee, anything extra like PDF/publishing tools is all extra, that's where they always catch you out.
