[Framers] Compatability with FM11 non-structured files

It may be necessary for IT and Adobe to work together to enable FrameMaker,
since Adobe requires the "phone home" and IT controls that capability. If
that isn't possible, then no, there is no way to open or edit the
FrameMaker documents you already have.
