I'm not sure about that. He specifically said:

*Customers  will still be able to purchase perpetual licenses* of all the
above-mentioned products through Channel (Adobe authorized resellers) under
Transactional Licensing Program (TLP) and Cumulative Licensing Program
(CLP) *even after 1 July 2019*.


However, as I said, I don't speak corporate or legal, so I've asked for
clarification. All the programs he talks about are aimed at corporations
buying in bulk (which they seem to define as more than 9 licenses?); I have
no idea what this means for individuals or for companies that do not buy in
bulk.
