18 months may be the cycle for new releases, but surely not for patches/updates...

there is a comment indicating that it is fixed in FM2020

FrameMaker 15 [AKA 2019] was released on 22 August 2019, and based upon release dates of prior versions, it may be up to 18 months from then, which would make it around March 2021.  Unless Adobe marketing want to strategise the release and deploy it sooner.
