[Framers] FM2019 Volume and Chapter Numbering

OK...I give up.

For 3 weeks, I'm trying to come up with a numbering system and I'm not
getting it right... its been 8 years since I needed to define styles from
scratch and I'm rusty. I need someone to point me in the right direction
and I'd even be a little appreciative.

Here's what I'm trying for (where [AAAA] is the Heading Label:
