Ah, hah! It turns out Adobe has been including updated to the current
version of Frame as part of its Samples directory!
C:\Program Files\Adobe\Adobe FrameMaker
2019\Samples\MoreSamples\Books\Bkstyle7
Has the correct page layout for that color block. I hope this helps.
