[Framers] Old problem with scrolling in Frame

Hi, Framers,

Thanks for the input. The scrolling problem isn't that it is slow or jumps back-it's that the scroll wheel of the mouse won't work at all. I have to go to the scroll bar at the side of the document to scroll. It's only like this in Frame. All my other apps work.

I sent Dennis Hays's suggestion to our IT department-maybe that will work.
