I think you're on the right track assuming a font is missing,

could also be that the language code was set incorrectly or

In Acrobat, you should be able to select a text segment of the<br>
rectangles and check its properties to see what font is
missing, so<br>
you could possibly add it.<br>

When you convert, you're doing a SaveAs from Acrobat? Have you

saving as text to see if you can capture the missing
characters as<br>
something useful instead of trying to capture both text and<br>
formatting?<br>
