<p>I checked with FM 8 and FM 12:</p>
<p>If the character format is applied only to a single character in each paragraph, the change bars combine to a long line, "including" also the tables.</p>
<p>I do not see any kind of workaround in your suggestion, the bug here is exactly what Simon was telling us.</p>
<p>I haven't got FM 9 here right now, so I cannot say if the behaviour is different.</p>

FM 9 does not do this the way your version behaves. If I highlight a long sequence of paragraphs, and use the Paragraph Designer to apply a change bar, the tables are skipped. If I use the Character Designer to apply the change bar, then the tables are included.<!-- o ignored --></span></p>
