Total Page count variable

I have two chapters in a book. I use the following variables in the
master page:
 
<$curpagenum> of <$lastpagenum>
 
What I am getting is this:
 
Chapter 1 heading: 1 of 20
Chapter 2 heading: 21 of 40
 
What I want is for Chapter 1 heading to say 1 of 40. 
 
How do I do this? Is <$lastpagenum> the wrong variable?
