Wim,
   ※ is not an entity reference; it's a character reference. Hence 
the entity rule you propose has no effect. You can use XSLT (or even a Perl 
script or text editor macro) to create a modified XML file in which the 
character references are replaced with asterisks or entity references such 
as *
