Requesting help with hypertext commands and character tags

We have numerous instances of damage to specified named destinations and
some of the content after those destinations in our FrameMaker files.
Sometimes, FrameMaker does the following:
  - removes the "named destination" character tag from one paragraph and
applies it to part or all of the immediately-following paragraph, or
  - changes the color of a destination _paragraph_ tag based on the
color of the "hypertext" character tag
  - changes the point size of a destination _paragraph_ tag

We apply unique character tags to both "specified named destinations"
and "jumps to named destinations."

Why we apply a unique character tag to "specified named destinations" is
lost in the mists of my memory.  I hope you'll either refresh my memory
or help me stop doing extra counterproductive work.

Here's our setup.

FrameMaker unstructured 7.1p116
FrameMaker installed on our workstations
All production files are on a server on our LAN within our office suite

Here's a description of what we do.

Heading 1

Jump to named destination Heading 2 first encoded with character tag
"hypertext" _not_ including the pilcrow
Jump to named destination Heading 2 second encoded with character tag
"hypertext" _not_ including the pilcrow

Specified named destination Heading 2 first encoded with character tag
"named destination" including the pilcrow
  Content after Heading 2 first
  More content after Heading 2 first

Specified named destination Heading 2 second encoded with character tag
"named destination" including the pilcrow
  Content after Heading 2 second
  More content after Heading 2 second

In the template for layout on-paper, the color of both character tags is
"As Is," so they're invisible.
In the template for layout on-screen,
  the color of character tag "hypertext" is "hypertext," which is blue,
and
  the color of character tag "named destination" is "As Is," so it's
invisible.

The damage seems to occur within FrameMaker when saving constituent
files in a FrameMaker book, when saving the .book file, or when updating
the .book file.


Here's a description of what often - but not always - results.

"Paragraph Designer") is "hypertext," which is blue
  Content after Heading 2 first
  More content after Heading 2 first

Specified named destination Heading 2 second:  damage:  _without_
character tag "named destination"
  Damage:  Some of the content after Heading 2 second is encoded with
character tag "named destination" and is blue
  More content after Heading 2 second

Specified named destination Heading 2 third:  damage:  sometimes, the
point size is decreased
  Content after Heading 2 third
  More content after Heading 2 third
