FM won't create a second page

Assuming you are not working in a table:

In a nutshell, you'll have to fix your master pages and possibly work on 
making a decent template if you want to have a workable file.

The problem is that you are typing in a text frame that does not 
autoconnect. Now, whether this is because you disconnected the frame, 
modified the text frame properties, or the master page is that way, only 
you can tell.

If you are in a table cell, that is normal behaviour for FrameMaker. Table 
rows do not break across pages.

Um, if you want text to flow from page to page you want to select the text 
frame on the first page, select the text frame on the second page, then 
select "Connect Text Frames" in the Format>Customise Layout menu.

But, I'd be worried as to why your body page text isn't part of a flow in 
the first place...
