Quick Access Bar can not be switched

   Dear gurus

   At the ETH in Zurich FM 7.1p116 english international is installed.

   I have not found the source for the following problem:

   It is not possible to switch the Quick Acces Bar with the small blue
   triangles. Nothing happens when clicking on one of them. The only means to
   get to the various buttons is to switch to the Vertical Toolbar. This
   however, does not provide tool tips (because it is a FM palette).

   In both cases Windows XP SP2 is involved. At the ETH Windows is German,
   while I use an English version of Windows. Of course, the ETH installation
   has a volume licence, i have a personal licence. I have noticed that files
   on both installations have very diverse time stamps (dispatch.dll:
   2005-01-25 15:41; pagesize.cfg: 2003-12-12 05:30 at the ETH and 06:30 at my
   installation) - but size and contents of these files is the same in both
   installations).

   I have compared the (binary) contents of _all_ files (except the registry
   entries) with my personal installation of the same FM version. Only the
   contents of two files is different, but imho this has nothing to do with the
   problem.

   maker.ini have a different numbering of the filter entries:

   After this detailed comparison i'm really hapless where the search for the
   source of the problem. Any ideas are welcome!
