Use Condition Indicators setting is inconsistent

Hello,

Using FM 7.0p492 with an unstructured book.

Each chapter in the book has one conditional setting which is "Index"
and is set to black.
When I compile, I get a Book Error Report with the message "Use
Conditional Indicators setting is inconsistent".

I checked that all 18 chapters are set correctly and consistently, but
the error message appears on 12 of the
chapters.

Any ideas would be most welcome.
