Yikes.  You don't have to look for specific refs for
geekspeak, this is just plain bad grammar.  Look at
a grammar reference.  You don't use "and" to separate
a conditional clause from the rest of its sentence!

I'd seriously wonder if this person were qualified
to edit *anything*.  ;-)
