Using Copy special

The copy special & paste method you note does work as you believe: it assigns the paragraph format to the text, and you get real 'heading 3's.  

If you did not save that format in the catalog when you fist created it, you would get the format name displayed with an asterisk.  But it is defined, if only on the paragraphs in question in the document.

Where did you see the 'Body' tag with asterisk?  In the paragraph tag pull down window above the page, or the status area below the document pane?

There was an issue with Frame 7 (and maybe other versions) where the display of the paragraph format got 'stuck' and would not change regardless of the format with the insertion point.  It appears that is the case as you describe.  You can check for sure which format is applied by clicking in one of the paragraph where you pasted the format, and then opening the paragraph designer to see which format is actually in use.
