Paragraph catalog sort order

The writer who reported this problem tells me she solved it by 
uninstalling and reinstalling FrameMaker. I asked whether she applied 
any patches to the new install. She says that FrameMaker updates "were 
automatically cued and applied shortly after the software was installed."
