If that's the case, but one numbering stream is restarting, the most likely
cause is that there is some other paragraph tag whose format references
that numbering series label and resets the counter. Finding the offending
tag for this kind of problem can be a real PITA, since you either have to
peer into each and every tag's autonumbering or you have to poke around
in the MIF.
