text frame that isn't visible

The illustration page has a text box and an anchored frame, and two
lines of text: Figure Title and Figure Number.

I import an illustration into the anchored frame, then add a second
page, copy the anchored frame into the second page, and import the
second illustration into that page, and etc. until I have all the
illustration pages I need.
