Sections within a structured FrameMaker chapter

Is there anyone knowledgeable about creating EDDs for structuring  FrameMaker 
documents? I've created an EDD to give structure to legacy documents,  but I 
can't get my sections to work (they're all taking on Heading1 formatting -  no 
matter what I do!) Can send you the file - willing to pay for your  time.
