It can.
I downloaded the FM9 demo and tested it last night.
I opened my Appliance Guide book and all chapters and generated the PDF
using the Save as PDF (Send for review)... Feature.
Then I opened the PDF and made some various edits (deletions,
insertions, sticky notes, and highlighting).
Then in the Book file, I imported PDF comments. The insert/delete
comments appeared as conditional text in different colors, and the two
sticky notes appeared as markers.
I do not see an MS Word-style "accept-reject comment" option, but it
will still save a lot of time to have them all in place for me.

According to the Adobe web site listing the new features of FM9, it can.
