The simplest way to do that is the native Frame method.
In the anchored frame containing the image, create a 
text frame and position it over the feature of interest,
then insert a hypertext marker in it (gotolink for a
destination in the doc, or message URL for a Web link).
Repeat for each item of interest.  This works in Frame
itself, so it's easy to test as you go.

Mif2Go produces a client-side HTML image map for this,
and I'd be surprised if it didn't work in Flare too.
Of course, it doesn't do animation, but it also doesn't
require tools purchase or the time it takes to learn
how to use them.  ;-)
