Arrows chase text out of text frames

I have a .png imported into an anchored frame. Its runaround properties are set to "Do not run around."

On top of the png are arrows and callouts in text boxes. (Not optimal, I know, but this document is not going to be translated.)

I draw the arrows using the Graphics Tools, and insert a text frame that should sit horizontally on the horizontal shaft of the arrow. I type the text into the text frame; however, when I move the text frame into position over the arrow, the text disappears.

What's going on? Thanks!
