A Little Too Much Underlining -- and Keeping One Color Intact

In a related vein, normally when we output to PDF, I want all of our
spot color -- x-refs, conditions, variables, etc. -- to go away in favor
of black text all 'round. In this case, I'd like the blue in the
hyperlinks to stay. Is there a fairly uncomplicated way to bring that
about?

You're defining paragraph formats for hyperlinks? I wouldn't do that.
Define a character format that applies the blue color and underline (and
has everything else set to As Is), and use that in any paragraph format
you like.
