Eliminating "NoName" Element in flowed FrameMaker files

When I validate Structured FrameMaker files that I flow, I am noticing that I am getting the following validation error:
Element: NoName
Element is undefined.

What can I do to stop FrameMaker from embedding this top-level "NoName" element into the FrameMaker files that I flow?
