QuickAccess and Formatting Bar disappeared!

I'm working with FrameMaker 7.2 2b144 on an XP machine.

 

I reloaded FrameMaker on a new machine and was working along nicely,
when I noticed that the QuickAccess bar and Formatting Bar were gone. 

 

I went under View and enabled the bars, but they don't show up in
FrameMaker. I closed FM and set ShowQuickAcess= On and
ShowFormattingBar=On in both maker.ini files. When I restarted FM, no
bars are visible and I can't enable them under View.

 

Thoughts?
