convert inline elements to xrefs

Hi,

I have elements like this one <falsexref linkend="RE15">report
15</falsexref> which are defined in the DTD as normal elements.

Now, I have been asked to convert them all to native FrameMaker xref
elements, (with the correct xref format if possible).

As there are hundreds if not thousands of these falsexref elements, I
need to find some kind of (semi-)automated approach.

Any help is greatly appreciated,
