Templates for international use

Hi,

I strongly recommend to use the FrameMaker version with the
English interface for all users. The language versions differ 
by the names for specific objects e.g. for TOC, index, default 
master pages, default paragraph or character formats etc. 
E.g. the TOC created in a German FrameMaker uses different names 
than a TOC created in English FrameMaker.
