Sorry, but you need to explain better what the issue is (it seems to have
nothing to do with the digest post you quoted). Also, please provide some
context: FM version, OS version, task you're trying to accomplish, etc. 

My FM 7.2 help has no instance of the phrase "rule color," so I'm not sure
what you're asking about. 

Is it graphic lines? You can change the color and width of graphic lines in
the Tools palette (select Graphics > Tools. The color choices are determined
by the colors defined in the document (View > Color > Definitions). 

Or are you asking about change bars? Set their color and thickness by
selecting Format > Document > Change Bars. 

Or are you asking about table ruling lines? You can modify the ruling styles
listed in the Table Designer's Ruling tab and in the Custom Ruling and
Shading dialog. With the cursor in a table, select Table > Custom Ruling and
Shading. In the Custom Ruling and Shading dialog box, select the Ruling
Style you want to modify and click Edit Ruling Style. In the Edit Ruling
Style dialog box, make the desired changes and click Set. You can also add a
new Ruling Style by enter a new name. 

I hope some of that helps with your problem, or at least helps you describe
the specific issue more clearly.
