Is there a way to move graphic frames & images in micro movements?

Sorry for all these questions but I've been away from frameusers for far 
too long.

In some software products holding down the control key while moving the 
up/down arrows enables very, very small adjustments to the position of 
something.

Are there keys in Frame which I can use to move the object in miniscule 
amounts (I only know about control + mouse).
