Table templates (FrameMaker 10)

>To maintain consistency with documents created using RoboHelp 7, we need to create a table template (in FrameMaker 10, as part of TCS3.5) which contains images of step numbers (copied into anchored frames) in each row. The Table Designer isn't any help for this requirement and when I insert anchored frames and images into the table and save, they're not being 'picked up' by the table template.

I suspect that the answer to this is 'yes', but I'd like to be sure.
