Windows 7 compatilbility for FrameMaker 8

Forgive my late entry into this string. As someone already noted,
FrameMaker version 8 is not 64-bit enhanced so users can experience some
operating issues with Windows 7.
Here is what I found as a solution to running FrameMaker 8 in a Windows 7
environment:

   Navigate to the folder directory where the FrameMaker executable lives
   (C:\Program Files (x86)\Adobe\FrameMaker8).
   Open that folder and scroll down until you find the executable file
   (FrameMaker.exe).
   Right-click on FrameMaker.exe and select Properties.
   (Embedded image moved to file: pic18538.gif)

   Click on the Compatibility tab.
   Check "Run this program in compatibility mode for:" and select your
   previous Windows version from the pull-down menu (probably Windows XP
   with Service Pack 2 or 3).
   (Embedded image moved to file: pic12292.gif)

   Click OK and Windows 7 should be able to run FM8 in this compatibility
   mode.

Three people on my team are currently using FM8. When IT upgraded our
computers to Windows 7 (from XP), they were able to re-install Frame 8 and
TC 1 without a problem. Now I have a new writer who has been unsuccessful
at installing Frame 8 (on a new 32-bit Win 7 PC) using the installation
disks we have. (The intention was to set him up with a 30-day trial while
we order a license.) Each time, the installation proceeds...until it "rolls
back" and uninstalls. You don't even get a chance to enter a serial number
or install it as a trial.

The IT people simply reply that FM8 is not compatible with Win7. Can anyone
explain why it installed and works on three computers and not on others?

My plan was to purchase a new license (Frame 10, of course) and then
downgrade it to Frame 8, rather than spend thousands to upgrade everyone to
10, with limited added value for us. I wanted to do the same (downgrade FM)
with TCS. Now, I don't know what to do.

There are several posts on this list that verify that FM8 works on Win7
platforms. Advice, anyone?
