Keep paragraph with table

Best practice seems to be to create a pgf tag dedicated to holding the 
table anchor and nothing else.  If you set its Space Below to a negative 
number equal to the font size, and set the Table tag's Space Above to 
the same negative number, the pgf will take no additional space itself. 
  Then Keep With Next Pgf will work to stick your heading to the table.
